Default Menu bar fails to sit inside div tag

as the heading says - in design view in DW CS6 the menu bar kind of hangs in the general area of where the div tag containeris supposed to be but you can only see a single thin blue line which I think is the div tag.
in browser preview it jumps up and sits at the top of the page obscuring the header div. I want it toi sit below the header div obviuosly

the menu breaks correctly as you resize the browser and finally collapses to a mobile typ drop down menu which is working as I want it to

how can I get that menu bar to sit where it is supposed to?

you have your menu as a n absolute positioned div. thats ok but if it is not in a parent div (relativle positioned for example) it will take its reference point from the whole page so to speak.
so position it the amount of points down from the top ,same as your header, or float a content dive avter the header (relative) and put your page elements in that

ok that tip was a good one - i changed the navbar "wrapper" div positioning to relative and now it functions almost perfectly.

when the browser is resized to mobile the green show menu panel is still slipping up a little under the header div

no big deal but would be nice if it stayed solid
