Default Adaptive e-learning course

Hello, am wondering if any idea on how to develop a goals tool. The explanation of what it does is below.

Goals Tool This allows learners to identify individual
goals for the course and then facilitates mapping those
individual goals to instructor specified course goals. Once
students have chosen goals, the widget suggests materials
that align with those objectives, helping students to
navigate the myriad resources available to better attain
their goals for taking the course
.


If you can help me with a guide on how to get the tools or what tools or applications(programming language or software, plugins, widget, etcetera) that can be useful for me to perform those actions for my project.

i would think that to set up these courses you would at least need a knowledge of programming to create a site or app like this. so i really struggle to see what answer you expect.
if your market it web based i would code in php with javascript and mysql
if its for an ap you are looking at html5 or if developing native java for android.

Thanks edbr, my application is web based. I will investigate javascript as well. Am at the moment using Dreamweaver inclusive of php and HTML.
