Default full page border

I have added a top and bottom border to one of the elements in my page, that element covers about 30% of the width of the screen. I want the border to cover 100% of the width. How?

Ive been playing around with different combinations of code for about half an hour and another twenty mins of googling the question and have finally given up.

By not give that 30% width element a top/bottom border. You will need an element that covers 100% width of the screen.

I should have posted my code, like I usually do, don't know why I didn't. I hadn't specifically added the 30% command, that was just how much space it took roughly, anyway I think its now sorted.
