Are you talking about in the CSS Styles panel? Do you have the Current tab selected rather than the All tab?

With Current selected only the style rules that apply to the object you have selected will display. When you don't have an object selected, the body rule will display. Select the All tab and all the rules in the document or in style sheets attached to the document should display.

Which is what is supposed to happen. You have to select a rule in the top (All Rules) section of the CSS Styles palette in order to see the properties of that rule in the bottom (Properties) section of the palette.
