Question Registration Forms and Spry

CS3 shows how to create static forms in html and validate with
spry...if I create the form on a php page do I follow the same
procedures for validation?

i would say yes, if i understand your question correctly. spry /javascript will validate client side and as such is a good form filling helper. but can be bypassed if javascript is switched off, as spammers do. php validation is serverside and will work when passed to the handling script with validation added to it.
