Default css fixed element

Is it possible to get a fixed element to not scroll?

I noticed how the fixed positioning in dreamweaver gets it flush with the edge of the browser, while the others leave that tiny white space.

It is possible to get rid of that little extra space so all my divs can be flush without it being a fixed positioning?
