Since you are a designer, I presume you know your CSS. Under the said assumption here are a few tips you could research as a designer
2. Degrees of Seperation
So just like with CSS, if you use same styles across multiple pages, you use an external stylesheet, if you use the same behaviors across multiple pages you use an external js file.
Having separate external files helps with maintainability
3. What is jQuery
Several libraries have thus abstracted such browser irregularities for us to have a uniform way to code them, Amongst these libraries jQuery seems to be the most "designer friendly"
But before you ask for recommendations do your research and based on your requirements come up with a few alternatives and ask for people to recommend the best alternative amongst them.
