Default Template Navigation when page is placed in new folder?

How do you set a basic navigation structure in a template that will still be valid when a new page based on that template is placed in a new folder?

The new pages in the folder don't have proper navigation links because the navigation links don't point them outside of the folder.

If you create New pages from the template you should be able to save them anywhere and the nav links will update provided that the nav links are in a NON-editable region of the template.

Same thing should happen if you move a file from one folder to another WITHIN Dreamweaver.

But one way to avoid the issue altogether is to use links that are relative to the site root (the begin with a slash like /folder/file.html) rather than relative to the document.
