Default photoshop elements - can you do this?

I was wondering if you can do two things in photoshop:

1) add a border around the image. so you could have a thin black (or other color) around all of the edges. kind of like a simple picture frame. you can do this in dreamweaver/html, but i'd like to be able to do this to the image and lock it in and save it as a jpeg.

2) adjust the colors of the image. adobe was talking about a feature where you can take a dull image and make it look brighter. so if the picture was kind of faded and dull you could make it more colorful. kind of exaggerate the colors. i'm not sure if you can do this in elements or if you need to get the full version of photoshop.
