Default Website templates/ designers?

Last week I met a local web designer who has a company(its just him). I was asking him a couple of qestions regarding web design and basically I was a bit surprised with what he said.

He is an able designer cause he showed me some of his work but he also said that he often bought website templates and then built sites from the templates. This to me was surprising as I cant image designers doing that?
He says that when hes got a lot of work, he does some research, buys a suitable template for about 50-60 euros and then builds the site for the cleint from the template. Isnt this cheating?

Is this common practice among designers?
On the same note, Ive been asked to make a simple site...but they want it to be in flash, Iam not a flash designer and have little experience but I can modify and work with xml files, would it be reasonable to try and get a free flash template and modify this or should I just say no to the project?
Opinions from web designers is what Im after, cheers!

i think it's fine IF you make it clear it's a template (to the client) and whether or not it is a unique one or one that others will be being.

it would also be need to made clear how much the designer would be modifying the basic template i.e. how much work they would actually be doing.

I think that as long as you are honest with customers about what they are getting then this is fine. What you don't want is to promise them a bespoke site and then get one the same as their major competitor because you've used the same template.

If I had my own business I reckon I'd want a site designed just for me...but that depends on what you charge!

yeah I think your both right. I just wanted to hear what other people had to say as I was a bit surprised at what this guy I met said, I suppose if time is an issue it might be an option.
