Default How to place text over an image?(layers)

For many months now i have been using dreamweaver and my teacher remembers that in the past you used to be able to place a layer over an image insert text and be able to free transform it and move its position freely. Is this function still available in the new adobe dreamweaver cs3 or is function no longer available, and if it is can you please tell me how to do it. Can anyone please help me?

I don't use layers, but in CSS and HTML if you set the image as a background you can put text above it. So where ever you put the color of the layer put the image there instead.

Code:
.layer {
background: url (imagelocation);
}
But if it is a background you can't really "freely" transform the image.

What previous versions of DW called "Layers" the new CS3 version calls "AP Elements" which stands for Absolutely Positioned Elements because that's what layers really are, just page elements styled with "position:absolute".
