Default Dreamweaver keeps changing my codepage

I am writing pages in VB script that should have the following at the top:

Code:
<%@LANGUAGE="VBSCRIPT" CODEPAGE="1252"%>
but dreamweaver keeps changing it to

Code:
<%@LANGUAGE="VBSCRIPT" CODEPAGE="65001"%>
and I keep getting errors saying that I am using mixed codepages. Why does Dreamweaver keep changing it as soon as I save the file or even open the file? I can't fix it because Dreamweaver forces it to change as soon as I retype the correct one in. How can I force Dreamweaver to stop? Please help, this is a final for my advanced web design class! 0_o

Default Fixed

I fixed this problem. The codepage for the xhtml document was set to utf-8 which apparently forces the codepage at the top to change to 65001
