Default any suggestion with userid in insert record as hidden field?

Hi I have changed my database to innodb engine for mysql + php because I feel it will help keep a cleaner database.
The problem I have is with the user trying to insert a record ( their CV)
When I use the userid from their registration table as a foreign key in the CV table.
Using this in the insert record, Dreamweaver gives me the result of 'Cannot add or update a child row: a foreign key constraint fails.' This is a result of me giving it a value from the registration table recordset (userid)
If I leave it blank I get userid cannot be null.
My sessions work well but can't get past the user being able to insert their CV. Any suggestions would be great.
If I don't put a userid in there, I get the same problem.
Hope someone has a solution. I tried with mysql to get a solution but to no help, is it a Dreamweaver problem? Or just me......
