Depends on what the bg image is going to be.
If it is just one colour then 3x3 or 2x2 is large enough.
If it is a pattern make sure that it tiles well with no mean nasty lines where they join (looks ugly).
Depends are what the bg is.

CreativeInsanity is right here: If you're looking for a solid color, then go something small, or if you're using a program like dreamweaver than you can plug in your solid color (Unless of course its a specific color not on the menu)

If its a larger pattern...make sure it is Seamless! its an extra effort but really helps your web-layout.

What I've done for my web-backgrounds is take the "Site" and make it the parameters of an average computer (smallest being 800pixels wide) and then just make it a decent length, so it fits nicely on a larger screen (19" monitor is the largest I usually adapt for in length of the page, although they end up being longer anyways)

with the 800 pixel main "page" as your sliced image, you can then take your background and put it behind that, sort of as a margin. It gives the site a more tasteful look, like out of a magazine page.

Some of my graphic samples can be found at: www.studentaxis.com

For pattern backgrounds for the width and height use the power of 2. That always works for me.
