Is there anyway to set the properties or encrypt a jpg in someway that will keep it from being downloaded or saved from a website? Thanks!

Short answer is no.

All the information on your pages is downloaded to the user so they can view it.

You can use a jscript to stop a right click "save as", but the images are still on the users
computer in their cache directory.

Photography sites and those that sell pictures get around this by not putting the full size image up, but just a thumbnail or embedding a visible watermark in the images.
