Default Title Tag in Page

Hi Again all,
Should the title tag be the first tag placed after the head tag and if it isn't will it matter with SEO ?, the reason I ask is I was reading that the title tag should be the first tag after the head tag to help with SEO as it gets read first (not sure if this is the case) and also is there a limit on the number of words or letters in the title tag ?

i cant see any advantage or point in adding the title anywhere else than the head. put your main search terms close to the begining of your content is good but as reinforcement of your title i would say.
as for maximum title i have always seen 60-70 recommended but this article is an interesting test
