I'm not sure Dreamweaver is that clever. It doesn't implement JS very well unless its within the spry framework and then you don't get a fully 'Do What I Want' tool.

If you look in Services you should set mysqld, httpd to automatic. The Xampp consol is only an interface which you rarely need. As long as your dev environment is working you should be ok.

Tables have a purpose so don't think tables are evil. They're not. Dont use them for layout but great for displaying data (tabular of course).
