I would say that you have an issue with your setup. on your files panel make sure that when you are working on the site that it says 'local view'.

This is simply the nature of the template. In order to make the navigation area editable you simply need to assign it as an editable region.

I have a CSS issue that i just cannot see. Page renders percfectly in FF but does not parse the style sheet it seems in IE. I need a fresh set of eyes to help please. I have a feeling it...
