Do you have to be a data base for the Google search engine works

You don't need a database for Google Search to work but your pages DO have to be indexed by Google. If it is a test site with no Google history then it isn't going to work. Think of Google Search as just Google within your own pages. If your pages don't appear in a Google Search at google.com then they won't appear on your website either.

Google will index a 'live' website naturally. Just make sure your site and code are search engine friendly. Do things like provide a sitemap.xml file and use robots.txt properly. Also make sure you have a Webmaster Tools account with Google and submit your site/sitemap to it.
