I don't know which tutorials you are watching/reading, but you should start with the basic and fundamental things in order to understand how to lay out a webpage. Even if you use DW's design view, you should know these basics otherwise it's going to be a tough journey for you.

The fundamentals are as folowed and is basically all you need to understand, so that you can start with simple layouts for your website
Document flow (block & inline elements) - http://webdesign.about.com/od/cssglossary/g/bldefnormalflow.htm
CSS box modal - http://reference.sitepoint.com/css/boxmodel
CSS positioning (static, relative, absolute and fixed) - http://thecssblog.com/tutorials/stopping-the-css-positioning-panic-part-1/
CSS positioning (floats) - http://css.maxdesign.com.au/floatutorial/introduction.htm DW is just a tool, it won't do magic by itself. You need to understand the basics of HTML & CSS.
