i have seen on numerous websites where they appear to have headers or title bars on the divs. for example http://psdartist.com/ on the right it says blogroll and recent posts it looks like it has a titlebar i was wondering how this is done?

You need to download FireFox and the FireBug plugin and start exploring. In the case of those title bars, it was done with a background image and some fancy CSS on an h3 tag:

.rightBox .rightBoxMid h2 {
background: url("images/bk_h2_right.png") no-repeat scroll 0 0 transparent;
color: #FFFFFF;
display: block;
font-size: 14px;
font-weight: bold;
height: 39px;
left: -2px;
letter-spacing: 0;
padding: 13px 15px 0 20px;
position: absolute;
text-transform: uppercase;
top: 6px;
width: 284px;
}
