Most people here are going to recommend a PHP/MySQL combination I think.
If you don't have the abilities to do that, you could look maybe using a premade solution, like Wordpress.

If you're not in the know on building a comments app, wordpress is by far your best solution in terms of cost. It's free like many others with the distinction that there is an army of developers out there who have developed free plug-ins to wordpress that will thwart hacks setting up shop in your comments app. Learned this one the hard way.. Read up on "wordpress" and get in the know about what they do. It's a pretty cool application. And don't get discouraged with their 'Famous 5 minute install'. They really meant 5 Mexican minutes...

Or if you don't have MySQL or even PHP installed on your server, then this might be a simple solution for you.

Go to www.disqus.com (http://www.disqus.com), and then have them do it for you. You just have to enter in some basic information about what you want, choose "Universal Code", and then copy and paste the HTML code into your website's.

The only downside is that it has a small logo for Disqus, but it's hardly noticeable, and I don't think anyone would care.

It's a great fix for if you need to have the comments working immediately while you learn about using PHP and server-side scripting.
