I made a css file with links for my site.
I click attach stylesheet to the new page. I can see the name of the file in the code, but when I preview the page it is not showing the links with the stylesheet look??? I empty the cache to make sure I am previewing the freshest page.

What is wrong here ?
Help!

To link to a style sheet use this code in your head

<link rel="stylesheet" href="yourFile.css" type="text/css" media="screen" />

Those styles though are almost the defaults you don't need to specify half of that.

Your css should look like

a:link, a:visited {
font-family: Arial, Helvetica, "sans-serif";
font-size: 12px;
color: #000;
text-decoration: none;
}

a:hover {
text-decoration: underlined;
color: #ff0000;
}

Im having the same issue. I have looked the head section of my site and the code is there:

"<link href="SpryAssets/SpryTabbedPanels.css" rel="stylesheet" type="text/css">"

is there anything else I need to be looking for?

Well it shouldn't be in quotes that code block I assume you have done this to highlight your code in future use the code tags when posting [code].

Other than that you just need to make sure the CSS file is there and in the location you are specifying and it contains styles obviously. Those spry styles are actually inserted by dreamweaver when you create a spry menu so they should be there but do check.
