As you know I am a noob in dreamweaver.
I would like to have a Editable Region for a title. With a larger font, and bold. In the body text region I would like smaller text, different font. Is there a way to do this?

An editable region is just that: editable.

So, on pages based upon your template, you can do anything you want in those regions including change font size.

Absolutely, although for a "title" you might also want to use a header (h1, h2, h3 etc.) tag (and style that with CSS).
