i think what you mean is a local server on your computer which in DW terms will be the remote site.
yahoogle WAMP, or easy php or xampp . they are self installing
they are self installing servers with php mysal and apacheservers with php and mysql

I use WAMP which you can get for free here (http://www.wampserver.com).

If you need help with this then try looking at DavidJ's video tutorials here on this site. He has a beginners guide to PHP which includes how to set up all you need to get started including WAMP.

Check the vids out here (http://www.dreamweaverclub.com/vtm/php-mysql-apache.php).

Good luck.

Actually you can set up a Testing Server locally (using WAMP or whatever) and also set up a remote site (the actual server where your site is hosted).
