i am adding the scrollbar html code to the head of my html, and they still don't work.
Can anybody tell me why?

Can you tell us what exactly isn't working? Your page is quite short so you have to be at a pretty low resolution to force the scrollbars anyway and this code will only work in older versions of Internet Explorer. Most other browsers will ignore it. Could either of those be the problem? The code looks sound to me.

well, i have a ie8 and it works and shows the scrollbars for other pages, but won't show this page. What do you mean by low res?

low res - small screen size or browser window sized small so that the content doesn't fit in without scrolling.

Yeah, as dave says. If a page will fit on the screen and there is nothing to scroll then scrollbars will not show up at all.
