What's the easiest way to build a database into a web site for a client that will never have more than 2,000 records?

easiest not much difference but mysql would be the choice for reliablility security and availability on most hosting i would say

Please walk me through this a little bit. Which ISP support mysql? Would I build the app on the server? Is there a feature in which the client could download the data from the server? I've built Access databases, would mysql be as easy?

It would be easier to learn by doing it. Watch this video and toward the end NF will show it to you. As far as retrieving info, the client can do it through their db control panel.
