Okay so before I ever got CS4 I deleted CS3 months before it. But I did the drag into the trash from application method. I am finding lots of CS3 remnants is it okay to delete those to or will it effect me?

This might be a technical question for Adobe to be honest.

Is this on a mac?
If you just do that on a PC, it will definitely not delete the whole application. There's a way to install and there's a way uninstall applications.

Yes he means on the mac.

CS3 does actually come with an uninstaller for the mac you should have run that. For other apps use App Zapper.

Otherwise you should be OK to delete your CS3 stuff, just leave it in the trash until you know everything is OK.

If you have a time machine backup, restore CS3 and uninstall properly.
