I am relatively new to this so any help you can offer would be great ...

I have created a small site in DW and all content is aligned to the centre. All the divs I have created using 'insert div' are fine so the content, however wide the browser window is, remains in the centre of the browser as intended. But when I 'draw a div' it ignores the rule and remains in a fixed position in the browser????

I think that 'drawing' a div gives you an absolutely positioned div and they will, indeed, stay where they are in the browser. You need to work with relative positioning if you want this to work. Stick to using 'insert div'.
