I reckon that if you'd had DW out of the box for half an hour, thrown the instructions away, had never done any HTML before and were very, very drunk everyone could do better than this...

Look in the portfolio and acknowledge they get clients.
Now realize that you don't always compete on price and quality. :)

On the other hand this could be one of those joke websites, someone could have made it up just for fun.

Wow,

I know my sites are not the best and I know that I have boat loads of room for improvement, but if I ever create a site like that I will throw my computer a the 32nd floor apartment window and never again write code.
