How do I keep the HEAD section of child pages
to a DW template editable? The template seems
to include the head section, bu is only editable
in the template and not the pages driven by it.

Make it an editable region just like any other.

Although you shouldn't need to make the whole of the head editable as the doc type declaration won't be changing, for example this code would make the title tag within the head editable.

This is code from the template. The <head> section remains
locked in the child page so that non title can be specified
for the page.

you cant have
<head> twice
