OK tables are bad. At least that seems to be the consensus. I am at a point where I need to start making a lot of tables or learn how to make css to the same thing. Here is a little table I have been repeating. How would I go about using css instead?

OK tables are bad.

Not 'bad' as such just widely used in the wrong way. You need to go and read some CSS stuff, from the top. Read my 'sticky' at the top of this forum for some useful links.
