I am new to dreamweaver and I was wondering how to use the built in templates. I want to give my users a file upload or register, and maybe a comments form, but I don't know how to set them up. Can someone help me. You can see my website at thinkjoke.servemp3.com

file uploads , register and comments are best done using PHP The built in tempalates are not that sophisticated . There are some tutorials on this site when you are ready to try

I am not looking for sophistication. Can you just tell me how to use the templates?

I go to file/new/page from sample/starter page(basic)/file upload
Is that not a template? Could I use it on my site?

yes you can use it, that is a a design template you can use or change them.
they wont upload a file or register,
even a comments form is just a form you have to give it an action to do something. Thats what i meant by more sophisticated, a wrong word pehaps but theres a bit more to do to get what you asked

How do I give it an action or whatever. How do I make it work?

using PHP would be one way

an example. lets say you want a form to be sent to you by e mail. you would need to set the form's action to point to a php script that will send the e mail.

As for registering, where would the visitors register? the common way would be to save their details in a database, although their details could be sent to you by mail.
