This functionality is built into Dreamweaver, if you are using CS3 refer to the Spry menu.

No i'm using DW8 I tried layer but there all over the place when you resize your browser window and it's driving me nuts there has to be a more simpler way.

Your question is too general. All over the place can mean many things. Do you have a code? If it is all over, how would you like it to look like? do you have an image of yur design as a reference???? Many people in the forum could give you a hand but I'm sure the lack of detail is preventing them from getting involved.

Cheers.

You can still do these in DW8 Just select your link it can be text or an image, go to the behaviours panel and click the plus button. Now browse for show pop up menu.

The Spry menus in DW CS3 are better but these are workable.
