is there a way i can make it have a rollover effect, like a box go from black to grey, without a link being in place??

No, IE needs the thing to be a link if you want to do it with CSS pseudo element :hover.
You can use JS instead:
<img src="image.gif" onMouseover="this.src='image-on.gif';" onMouseout="this.src='image.gif';">

thanks, but is there a possible way to put text over this, on this site http://mattbrett.com/ under "PREVIOUS ENTRIES" on the site you will see what i mean, he has a link, also when u hover over the table they change colour, but they are not links, if someone could help me in how to do this, it'd be much appreciated
