What i want to do is simple and I've read similar problems on here but I don't really understand

I want my links to be black text and then change colour upon rollover.

Changing from the default blue to black I have managed using text> css> redefine html tags. That works fine.

Now, to change charecteristics on rollover I'm not so sure. I read on a previous post I should create a css file as below

a:hover {
font-family: Verdana, Arial, Helvetica, sans-serif; /* what ever fonts you want -*/
font-size: 10px; /* font size you want */
font-weight: bold; /* font weight you want */
color: #8ccaf0; /* font colour you want */
text-decoration: none; /*decoration you want */

I'm not sure how to do this. Is this a seperate file I have to create, how do I call it. Is it on top of my previous <a> css modification?

Confused - any help gratefully received

Create a file (in a folder called css if you wish) and just copy that a:hover into that file and save it as style.css.
Then open a page and connect that page to the css file in the properties panel.

Once linked it will place a head tag in your document like:
<link href="css/style.css" rel="stylesheet" type="text/css">

Rmember you need all these at least:

a:link {}
a:visited {}
a:hover {}
a:active {}

in that order
