Just like the tutorial shows. You will need an external style sheet. In the style sheet you have to place the Scroller text supplied for example...

body,td,th {
font-family: Verdana, Arial, Helvetica, sans-serif;
font-size: 11px;
color: #FFFFFF;
}
body {
background-color: #60819F;
margin-left: 0px;
margin-top: 5px;
margin-right: 0px;
}

#Scroller {
position:absolute;
left:100px;
top:50px;
width:250px;
height:150px;
overflow: auto;
background: #CCCCCC;
padding: 5px;
}

Then in a new .htm file you can apply using the div tage... again for example.

<html>
<head>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
<title>Untitled Document</title>
<link href="style.css" rel="stylesheet" type="text/css">
</head>

<body>
<table width="100%" border="0" cellpadding="0" cellspacing="0" background="images/bckgrd.jpg">
<tr align="left" valign="top">
<td></td>
<td width="142">images/image2.jpg</td>
</tr>
</table>

<div id="Scroller">

Umm only problem with scrolling layers is that you cannot target a link to them. Bit downfall in my books.
