Adobe's Encore is what I use to make the DVDs I sell. It has a menu creation tool and all. It is VERY heavy on resources though so make sure that your system is a grunter.

Nero 6 Ultra is about $70 usd and has rudimentery dvd authoring allowing you to create a menu with nav buttons.
