How do i create a page for a user to download files such as word and excel documents etc. I have a web host (I Power Web) so is there a way to make a download page using dreamweaver

dude such an easy task to achieve.
what are u looking at for ppl to download from your page?
if you wanted a pdf to be downloaded into a new window you'd do this:
Download PDF (common/pdf/filename.pdf)

also understand that some people may loose your site when the doc or excel file opens in your site window. Not every one will have the stand-alone excel set to open on its own.

Thanks alot so with dreamweaver can you just create a link. And open in new windown and it will open.

Don't make life difficult..

Just make a normal page that fits in with the rest of your site.
Call it downloads.htm or similar

On this page just create a list with the documents you want people to be able to download.
E.G.
excel spreadsheet (excel.xms)

This will allow depending upon your users browser, and what they have installed on their computer, to either download the file or open it.
