My webhost has just said it cannot support php. Does this mean I cannot have a forum on my website?

Also, what limitations will this create for my site?

Yes you can but you will only be able to use static pages (HTML)
Sounds like some bottom line hoster to me.

Don't get married to your host.
1. Find the forum software you want to run
2. Find a host that supports it.

It doesn't have to be PHP. There's plenty of server side languages out there.
