I'm trying to create a link that opens a new window of it's own. I am familiar with "behaviors", which enable me to create a link which opens a new window, but these don't show a little "hand" symbol when you move your mouse over them.

How do I create a link that looks and acts just like a normal hyperlink (with the mouse hand symbol) that opens a NEW window?

There should be a drop down menu for window in the properties panel when you select a link. It should generate a code looking something like this:
<a href="file.html" target="_blank">link</a>

Thanks! That works well, although I had to add your code directly into the html. I believe I can set the window sizes (width=600, height=400) although I will have to look up the correct syntax.

Ah, I see :)
If you still want to use the windows behaviour which opens a pop-up window where you can set parameters for size etc, create a link first, then select the link and choose the behaviour. Now your hand cursor will be there to indicate a link.
