When you say

I am assuming that you want to make the page design larger than the psd. This can be tricky because as you know, you can't just start streaching images.

You can you background images to give the appearance of a more "liquid" layout but this is not always ideal when you have complex images.

I would probably go back and adjust the psd to match the px that you want on screen. from there you can import the psd to something like Fireworks/imageready or you can slice and export the image straight from photoshop.

If you created the image in Photoshop then the elements are more than likely raster which means you can't simply resize the document without losing some quality (might look stretched out).

Just to get a frame of reference though I would go ahead and open the doc in Photoshop and resize to the desired pixel width, that way you will know what it should look like. Then if it does indeed look stretched, then you can rebuild it using the new canvas size.
