Is it possible to make my background image resize depending on the size of the browser window?

no, not without some pretty complicated scripting

How can you prevent the image from repeating?

Now thats pretty simple, in the head section or in your style sheet of your document use the code below:

<style type="text/css">
<!--
body {
background: url(hills.jpg) no-repeat;
}
-->
</style>

I have done this, but when i add the code no-repeat, the background image disappears
